Program Control Analyst, Senior (2020-12000-1000)


Seeking a Program Control Analyst to perform a variety of resource and acquisition management duties in support Program, Office, Directorate, and Staff components. The Program Control Analysts will focus specifically on the resource planning, analysis and execution of large space system development, acquisition, and operation programs and need to interact with a multidisciplinary technical workforce and development contractor in the accomplishment of their duties.

Candidates must already possess a current and active TS/SCI with Poly clearance to be considered for this position


Responsibilities include, but are not limited to the following:

  • Review and consolidate program baseline and program spend plans as the basis of recommendations to authorized personnel.
  • Conduct cross program analyses to determining impacts of program performance and progress against plans, resources necessary to accomplish assigned goals and objectives; and identifying resource trade-offs within and among competing programs and provide executive managers with resource alternatives.
  • Maintain budget tracks at directorate, project, sub­project, and MSA levels
  • Ensure coordination and completeness of budget estimates and requirements for new and existing initiatives
  • Make recommendations to authorized personnel on funding impacts on existing program budgets and schedules and recommends resource solutions to executive management within budget constraints
  • Make recommendations to authorized personnel regarding cross program analyses on program performance and progress for accuracy
  • Proposes resource adjustments as required
  • Make recommendations to authorized personnel regarding submissions for budget exercises and the IPBS, CBJB, and CJB.
  • Make recommendations to authorized personnel regarding cross program analyses and resolves cross program discrepancies prior to submission for executive management review
  • Draft and coordinate recommended changes to operating guidance
  • Identify and follow key Legislative and Executive Branch actions affecting programs and resources, assess the intent and impact of legislative language and ensure actions are reflected and incorporated into budget documentation
  • Use new or creative analyses techniques to perform complex trend analysis across multiple sets of financial data sources or when data sources are lacking in support of executive level decision making
  • Propose design improvements and recommendations for improved use of corporate resource information repositories, databases, decision support tools, strategies, processes, procedures and reports to ensure accurate financial reporting and management oversight in support of program initiatives
  • Review resource realignments and sources at the as required to maintain program execution or to respond to unplanned circumstances
  • Maintain appropriate controls to minimize data inaccuracy and/or unauthorized use of funds
  • Consolidate and review recommending changes, prioritization and sources to executive management
  • Prepare recommendations to final draft budget summaries, charts, memoranda, issue papers and talking points for executive management
  • Perform recommendations to final review of correspondence, presentations. and briefings in response to action items.
  • Coordinate with external oversight on submissions for consideration by Government personnel
  • Draft feedback and provide recommendations to senior management on cross program resource issues arising from PMRs and/or BMRs
  • Provide recommendations on whether guidance in compliance with applicable regulations and assist in the development of cost estimates

Required Qualifications:

    • Bachelor’s in a Technical or Business related discipline (Advanced degree preferred) with 12 years work related experience or a HS diploma with 16 years related experience.
    • Experience with financial systems.
    • Experience analyzing and controlling large contracts and programs

Desired Qualifications:

    • Demonstrated knowledge of various quantitative techniques used to analyze data,
      develop models, and interpret results.
    • Competencies include descriptive statistics, trend analysis, learning curve theory, modeling and simulation
    • Demonstrated knowledge of re budgetary principles and procedures
    • Demonstrated knowledge of acquisition management regulations, practices, policies, and procedures including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PMPs
    • Demonstrated experience in the application of cost analysis methodologies in a major system acquisition environment
    • Demonstrated ability to recognize when decisions or information should be referred to a higher authority
