System Architect, Sr.

Overview

The Systems Architect will support architecture documents, roadmaps, and standards to account for technology and mission/business changes. This will consist of working with multiple stakeholders in various groups to define and integrate disparate systems such as physical, technical, and analytical security products.

Candidates must already possess a current and active TS/SCI with Poly clearance to be considered for this position.

Qualifications

Required:

  • 15 years’ experience and extensive knowledge of enterprise architecture and especially with
    respect to the Federal Government and the IC in particular.
  • Experience delivering solution architectures for large complex enterprise transformation efforts,
    requiring the deployment of shared services including legacy systems modernization and
    replacement.
  • Experience leading large architecture initiatives including the identification, scheduling and
    managing of architecture activities and artifacts.
  • Understanding of information technology functions and services supporting the IC and the
    missions of its respective agencies.
  • Familiarization/experience with enterprise computing and enterprise class commercial
    technologies.
  • Demonstrated leadership experience in implementing enterprise technology, especially in
    collaborative environments.
  • Experience in collaborating with other enterprise technologists both internal and external to resolve
    complex technical issues.
  • Experience in supporting and coordinating across senior-level organizations.
  • Ability to represent senior management in key meetings, processes, and other assignments, to
    include briefing responsibilities to groups of any size.
  • Superior oral and written communication skills.

Desired:

  • Experience with delivering architectural initiatives informed by mission needs and improve
    efficiency in line with IC mission and business strategy.
  • Experience with advising executive leadership on critical aspects of the IC’s architecture (strategic,
    security, mission/business, data/information, applications and/or infrastructure), standards, and IT
    policies.
  • Experience communicating architectural decisions, plans, goals, and strategies and gain
    organizational commitment for enterprise level architecture and infrastructure initiatives.
  • Understanding of how policy is made at the national, IC, and agency levels and how internal and
    external policies can influence the enterprise architectural plans and artifacts.
  • Experience with developing, communicating, and deploying enterprise architecture governance
    processes ensuring they are fair, consistent, and transparent to guide enterprise architecture
    decision making, taking into account other Government equities (i.e. DOD) architecture
    Governance policies and procedures.
  • Experience with reviewing new and existing intelligence enterprise program/project architecture for
    compliance with IT standards policies and architectural plans and mitigate the gaps between the
    current and future intelligence enterprise state.
  • Experience with providing strategic direction and technical oversight pertaining to the
    implementation of new tools, technologies, solutions, and methodologies.
  • Experience with interpreting, and adhering to agency and federal level technology standards,
    policies, and directives.
  • Understanding of how the IC budget process aligns with the annual budgeting timelines for the
    White House and the Congress.
  • Experience with tracking and applying innovative and existing technologies, anchoring them in the
    IC business model to assess their potential, and use rapid prototyping approaches to evolve
    innovations.
  • Experience with collaborating with agencies, federal partners, industry, FFRDCs, etc. to run
    technology experiments, helping to create new products and services and integrating the best of
    these into steady-state operation for the IC.
  • Experience with managing, engaging and influencing key stakeholders to support the ODNI’s key
    objectives.

Education:

  • Bachelor’s Degree (Systems Engineering, Computer Engineering, Computer Science, Electrical
    Engineering, Information Systems or Information Technology).
